They are in a position to do so because of their power to build community capacity. This objective can be pursued in two main ways. Inclusive policy-making and engagement with local citizens in the design, implementation, and operation of major urban environmental public infrastructures foster participation and influence of local communities, enhancing their ability to take part in joint decision-making processes.
