Mollak was designed to provide a comprehensive digital framework for the regulation, governance, and management of jointly owned properties, enabling greater transparency, accountability, efficiency, and stakeholder confidence.As part of this initiative, the team introduced and enhanced several digital regulatory services within the Mollak platform, including the Service Charge Approval Process, which established a structured governance framework for the preparation, auditing, approval, and administration of service charge budgets and invoicing schemes.
Under this framework, management companies prepare and submit service charge budgets and invoicing schemes through the Mollak system. Independent auditors are responsible for reviewing, auditing, validating, and approving these submissions in accordance with approved audit scopes, professional standards, and regulatory requirements.
RERA’s role is to establish the regulatory framework governing the process, certify and regulate the auditors operating within the service charge approval system, and oversee compliance with applicable legislation, governance requirements, and approved procedures. This framework strengthened transparency, accountability, consistency, and confidence throughout Dubai’s jointly owned properties sector.
