In a city where extreme heat is constant, Emirates Central Cooling Systems Corporation (Empower) has transformed cooling from an energy-intensive necessity into a model of sustainability. Serving more than 200 buildings through an extensive network of over 1,200 kilometres of pipelines, Empower delivers chilled water across nearly 2 billion square feet, cutting energy consumption by up to 50% and reducing carbon emissions by 40% compared to traditional air-conditioning systems. 

This is not just infrastructure. It is a systemic shift that positions Dubai at the forefront of climate-conscious urban development. 

From Desert Challenge to Global Benchmark 

Founded in 2003 during Dubai’s rapid urban expansion, Empower addressed a critical inefficiency: fragmented, high-energy cooling systems that strained both power resources and the environment. By introducing centralised district cooling plants, the company replaced standalone air-conditioning units with a network that leverages scale, efficiency and precision. 

Today, Empower has grown into the world’s largest district cooling provider, with over 1.5 to 1.7 million refrigeration tons (RT) of capacity. Its footprint spans key developments including Dubai Marina, Dubai International Financial Centre and Dubai Healthcare City, while its strategic integrations across major developments have secured a dominant share of Dubai’s cooling market. 

What began as a response to extreme climate conditions has evolved into a globally recognised urban solution. 

His Excellency Ahmad Bin Shafar: Architect of Sustainable Cooling 

At the centre of this transformation is His Excellency Ahmad Bin Shafar, whose leadership has shaped Empower into a global sustainability powerhouse. With over two decades at the helm, he has embedded environmental responsibility into every layer of the organisation. 

A three-time CEO Middle East Energy “CEO of the Year” and recognised among top sustainability leaders, his influence extends internationally through roles with the International District Energy Association and advisory contributions to the United Nations Environment Programme. 

His philosophy is clear: 
“Sustainability shapes policymaking, infrastructure and corporate decisions.” 

Engineering Efficiency Through Technology and Innovation 

Empower’s operational excellence is driven by advanced technologies. AI-powered predictive analytics monitor more than 10,000 sensors, enabling real-time optimisation, reducing downtime by 25% and improving system performance.  Integration with the Dubai Electricity and Water Authority smart grid enables demand-response strategies that reduce peak electricity loads by up to 15% during high-demand periods.  Water sustainability is equally significant. By using treated sewage effluent (TSE), Empower recycles up to 80% of its process water, saving approximately 500 million gallons annually. 

Quantified Impact: Redefining Urban Cooling 

Empower’s performance can be clearly understood through measurable outcomes:

These figures demonstrate how district cooling is not just efficient. It is transformative for cities operating under extreme climate conditions. 

Strategic Alignment with UAE’s Net-Zero Vision 

Empower’s growth aligns closely with national sustainability frameworks, including the Dubai Integrated Energy Strategy 2030, Dubai Clean Energy Strategy 2050 and UAE Net Zero 2050. 

District cooling is expected to play a central role in achieving these targets, particularly in reducing peak electricity demand and decarbonising urban infrastructure. Empower is actively expanding its capabilities with plans to add around 500 MW of new capacity by 2030, alongside innovations such as solar-assisted cooling, green hydrogen pilots and carbon capture integration.

Empower’s model is increasingly influencing sustainable urban development beyond the UAE, particularly in regions where cooling represents a major share of energy consumption. Through strategic expansion and knowledge-sharing, the company is helping shape next-generation cities aligned with long-term climate goals.
