A Practical Guide by Ecodrisil: Navigating UAE’s Federal Climate Law

The UAE has introduced Federal Decree-Law No. (11) of 2024 to address climate change by reducing greenhouse gas emissions and adapting to environmental shifts. This landmark law underscores the UAE’s commitment to sustainability and sets the foundation for a greener future.

This quick guide provides a clear and concise overview of the decree, outlining its main goals, key provisions, and the potential impact on businesses, ESG professionals, and other stakeholders.

Overview of the Decree

In October 2024, the United Arab Emirates (UAE) made a significant move by passing Federal Decree-Law No. (11) of 2024 on the Reduction of Climate Change Effects.

The Federal Decree-Law No. (11) of 2024 aims to regulate greenhouse gas emissions, enhance national adaptation measures, and align the UAE’s efforts with international climate commitments such as the Paris Agreement. Applicable to both public and private sectors across the country, the law establishes the UAE’s National Climate Change Plan and designates the Ministry of Climate Change and Environment (MOCCAE) as the responsible authority for overseeing its implementation.

Key Provisions of the Decree-Law

  1. National Climate Change Plan
    A strategic framework adopted by the Cabinet to manage and reduce the impacts of climate change, ensuring alignment with national and international commitments.
  2. Emission Regulation
    Entities operating in the UAE must monitor, report, and reduce their greenhouse gas emissions to meet defined targets.
  3. Adaptation and Mitigation Measures
    The law mandates the development and implementation of initiatives to enhance resilience in key sectors vulnerable to climate impacts.
  4. Carbon Market Development
    Encourages the creation of a voluntary carbon trading market, supporting carbon offset projects and promoting sustainable investment.
  5. Climate Reporting Obligations
    Businesses are required to submit detailed emission reports to MOCCAE and other relevant authorities as stipulated.
